Mr. Lamin G. Barrow is the Director General of Nigeria Country Department of the African
Development Bank. Prior to this appointment, he was the Director of the Joint Secretariat Support
Office for the African Union Commission, United Nations Economic Commission for Africa and
the African Development Bank in the Cabinet Office of The President. In this role, he coordinated
initiatives to enhance collaboration and strategic partnerships between these three-leading pan-African institutions.
Mr. Barrow brings extensive knowledge and operational experience in policy analysis, strategic
management, project finance and regional integration. Among other roles, he chaired the
Development Partners Group in Ethiopia comprised of 32 Donor Agencies; and led or was a key
member of Bank teams responsible for structuring of major infrastructure projects and sector
reform programs across Africa.
Since joining the African Development Bank in 2000, Mr. Barrow has progressively occupied
senior positions including Senior Financial Analyst; Principal Country Program Officer, Rwanda
Country Office, Resident Representative in Ethiopia, Manager of the Operations, Technical
Support and Regional Approaches Division, Transition States Support Department and as
Manager, Cabinet of The President of the with the rank of Director. He also managed the NEPAD
Infrastructure Project Preparation Facility and operationalized the Bank’s Kenya Country Office.
Prior to that, Mr. Barrow worked at The Gambia National Investment Board as Head of Project
Development Unit, Investment Promotion Division and Division Manager, Export Promotion. He
also served as Principal Economist, Policy Analysis Unit in the Office of The President, Republic
of The Gambia before joining the Company for Habitat & Housing in Africa (Shelter-Afrique)
where he occupied several positions. Born in The Gambia, Mr. Barrow holds a Master of Arts in Economic Policy degree from Boston
University, USA, and a B.Sc. (Upper Second Class Honours) from the University of Ibadan,
Nigeria. He is also an alumnus of Executive Programs in real estate finance from Wharton Business
School, University of Pennsylvania, USA; investment and risk analysis from Queens University,
and Leadership and Management Development from Cranfield University, United Kingdom. He
is a member of the Advisory Board of the Global Development Policy Center at Boston Universit

Stanley is a Fintech Executive and Business Leader with a strong drive for Platform Orchestration, Nurturing Start-up, Driving Innovation, Partnerships and Financial Inclusion. He is currently the Chief Executive of Zest (formerly Stanbic IBTC Financial Services Limited) – the wholly owned fintech subsidiary of Stanbic IBTC Holdings PLC.
He is the Vice President of the Governing Council for Fintech Association of Nigeria (FINTECHNGR), Past Chairman of the Committee of e-Business Industry Heads of Nigeria (CeBIH) and currently a Permanent Member of the Advisory Council of CeBIH. Stanley played significant roles at Standard Chartered Bank where he served as the Head of Digital Bank supporting retail markets across Africa and was before then the pioneer Chief Operating Officer for Fortis Mobile Money (one of the first 16 Licensees of Mobile Money in Nigeria).
Passionate about supporting the global climate and sustainability objectives, Stanley holds a Doctoral Degree with specialization in Operationalizing Green Banking from UCAM Spain, an MBA in Technology Management from ADBU India, Post-Graduate Diploma in Digital Business (PGDDB) from Emeritus Singapore, Post-Graduate in Public Administration (PGDPA), and has completed executive management courses on strategy, cybersecurity, digital finance from University of Oxford, Columbia Business School, Massachusetts Institute of Technology (MIT), Fletcher School of Law & Diplomacy (Tufts University), Terry College of Business (University of Georgia), amongst others.

John Obaro is the founder and CEO of SystemSpecs, the indigenous software company most famous for the Remita e-payment solution which powers Nigeria’s Treasury Single Account policy.
Before Obaro started the company in 1992, he had built a decade-long successful career as a software developer and IT executive. He was among the team, at the now defunct International Merchant Bank (IMB), that built Nigeria’s first ever online banking platform.

Ebehijie Momoh is the Area Business Head, West Africa at Mastercard. Based in Nigeria, Ebehijie is responsible for advancing the Mastercard brand presence in West Africa, deploying innovative payment solutions and partnering with local governments and market regulators to build a World Beyond Cash.
Ebehijie joined Mastercard from Standard Chartered Bank, where she most recently held the position of Head of Retail Banking in Ghana and prior to that, Head of Retail Banking in Nigeria. In both positions, she was responsible for the development and execution of the Retail Banking business strategy and delivering the results.
Ebehijie started her banking career in Nigeria at Guaranty Trust Bank and subsequently had stints at Diamond Bank and First City Monument Bank, where she held various senior management positions including Assistant Vice President and Zonal Head, Midwest Zone, Vice President and Group Head Conglomerates and Group Head Commercial Banking, Lagos and South Region.
She holds a B.Sc. in Chemistry from the University of Lagos and an MBA from the University of Benin. Will Stevens is the Consul General at the U.S. Consulate General in Lagos, Nigeria. Prior to arriving in Nigeria, Mr. Stevens served as the Acting Consul General in Cape Town South Africa, where he directed U.S. government engagement in South Africa’s three cape provinces, expanding trade and investment by 50% over two years and overseeing the U.S. government’s response to COVID-19 in the Cape. In 2014, he received the Edward R. Murrow Award for Excellence in Public Diplomacy, the State Department’s highest award for public diplomacy work, for his work leading the U.S. Government’s Interagency Task Force on countering Russian propaganda during the Ukraine crisis. Mr. Stevens is an experienced Foreign Service Officer with overseas experience in South Africa, Russia, Turkmenistan, Israel, and Belarus, as well as experience in Washington at the Foreign Service Institute, the Bureau of Education and Cultural Affairs and the Bureau of African Affairs. In the Bureau of African Affairs, Mr. Stevens was a Senior Advisor on countering violent extremism and also served as the Bureau Spokesperson, where he
directed the public affairs planning and messaging for the 2014 U.S.-Africa Heads of State Summit, which brought together 50 African leaders in Washington for the first time. Mr. Stevens was the Director of the Foreign Service Institute’s Public Diplomacy (PD) Training Division from 2017-2019, where he oversaw the training of the State Department’s entire public affairs and public diplomacy corps. Mr. Stevens was the Spokesperson for the U.S. Embassy in Moscow from 2014-2016, where his team’s work was recognized in the Public Diplomacy Council’s annual “Ten Best” for the “Best Use of Social Media by an Embassy.” He has also served as Chief of Staff at the Bureau of Educational and Cultural Affairs, chief of public affairs at the U.S. Embassy in Turkmenistan, and in the press and cultural affairs offices at the U.S. Embassy in Tel Aviv. Dr Patrick Conteh, is the CEO of the Africa Fintech Network (AFN) and doubles as USAID Senior
Economic Policy Advisor to the Ministry of Finance and Development Planning of Liberia and before
that as Resident Advisor to the Central Bank of Liberia.
A financial sector and a development finance professional with over twenty-five years of combined
experience spanning the private, public, and not-for-profit sectors. A strong advocate for fintech and
other disruptive technologies as platforms for leapfrogging financial inclusion in Africa. A reformer of
central bank governance, banking regulations & supervision with a strong private sector lens in the
overall economic management of least developed countries.
In the recent past, served as Regional Lead for Sub Sahara Africa overseeing a unique collaboration
between Cambridge Centre for Alternative Finance (CCAF) and Financial Sector Deepening Africa
(FSDA), to strengthen the creation, dissemination, and adoption of FinTech-related knowledge across
Sub- Sahara Africa (SSA).
Previously, Governor of the Central Bank of Sierra Leone, where amongst other reform initiatives, he
pioneered one of Africa’s first regulatory sandboxes as part of an overarching financial inclusion
strategy. Before that, he was Minister of State for fiscal affairs and was instrumental in the turnaround
of Sierra Leone’s economy following the 2015/16 depression caused by the twin shocks of the Ebola
Virus Disease and the unprecedented collapse of iron ore prices- Sierra Leone’ major exports.
Patrick served as Alternate Executive Director at the African Development Bank representing Sierra
Leone, Ghana, Liberia, Gambia and Sudan, contributing to the formulation and implementation of
various developmental programs and projects.
His earlier career was in commercial banking spanning over sixteen straight years holding various
senior management roles in financial management & control; risk management; administration &
operations management; credits administration & control; human capital management; business
development; strategy and policy, enterprise risk management, etc., exiting at the level of Deputy

He is a versatile business leader, with over 25 years’ hands-on experience in the tech industry.
’DeRemi has extensive senior level capability in corporate strategy, systems design, largescale project delivery, and business development in the public and private sectors.
He served as the pioneer Project Delivery Director leading the automation of the Integrated
Payroll & Personnel Information System (IPPIS) that started in November 2006 and went live
in a record six months. This project built an efficient database for storing workers’ data,
planning manpower and budgeting, and eliminated ghost payments. It also eased civil
servants’ salary payments and renumerations.
He was appointed 2014 and served for over six years as the pioneer chairman of the
government flows initiative working group of Nigeria’s Payment System Vision 2020 (PSV
2020) coordinated by the Central Bank of Nigeria (CBN).
’DeRemi was part of the SystemSpecs leadership team that delivered Africa’s largest Treasury
Single Account (TSA) project that has significantly repositioned Nigeria’s treasury
management and saved billions of Naira since inception in 2012.
A valuable fintech industry resource, he currently sits on the board of several organizations
which include not-for-profit.
He has a first degree in physics from the University of Ibadan, and an MBA from the Lagos
Business School of the Pan Atlantic University.

(popularly known as Future Africa), Africa’s largest seed stage investor which has

Prior to that he co-founded Flutterwave, a billion-dollar global payments platform
connecting African businesses and individuals to the global economy and served as its
Founding CEO from May 2, 2016, to October 5, 2018. In those years, he led the
company to become one of the fastest growing payments technology businesses of all
time, processing over $2 billion across over 50 million transactions.
In May 2014, Iyinoluwa co-founded Andela, Africa’s largest engineering organization
that provides training for African software engineers which has provided training and
jobs for over 100,000 African software and tech professionals. The company has
received investments from Mark Zuckerberg and Google Ventures, amongst others.
Iyinoluwa has also served his country as the youngest member of Nigeria’s Presidential
Council on Industrial Policy and Competitiveness and as the Deputy Director General
for Madam Obiageli Ezekwesili Campaign for President in 2019. He has been
recognized as a World Economic Forum Young Global Leader and a Forbes 30 under

Yemi Keri is the CEO Heckerbella Limited and Co-Founder of Rising Tide Africa, a women’s movement initiated with a vision to increase women’s participation in angel investing as an asset class and promote education, cross-border investing, and investor-mentoring across Africa. Buki Osunkeye is an award-winning Chartered Marketer, Tech leader and growth marketing
strategist with many years’ experience delivering go-to-market strategies & marketing
campaigns for multinationals. She has spear-headed the build and growth of several Tech-
enabled businesses including Pora dating app and Plenti Africa.
Buki is a GetFunded Africa mentor and the convener of Tech Leaders Network Africa – a
business community of Tech founders. She facilitates and speaks as a panelist on Tech start-
ups in various platforms namely Lagos Start-up week, Nairametrics, social media week and
most recently at the Fintech Nigeria digitalisation webinar. She also trains on Marketing

Buki started her career as a Client Service Executive at an advertising agency on the Coca-
Cola account team. She worked her way through the industry, rose to become a General
Manager and then later transitioned to Tech as Head of Product Marketing at Sterling Bank.
During her expansive advertising career, Buki was responsible for marketing budgets over $1
