Mr. Lamin G. Barrow is the Director General of Nigeria Country Department of the African
Development Bank. Prior to this appointment, he was the Director of the Joint Secretariat Support
Office for the African Union Commission, United Nations Economic Commission for Africa and
the African Development Bank in the Cabinet Office of The President. In this role, he coordinated
initiatives to enhance collaboration and strategic partnerships between these three-leading pan-African institutions.
Mr. Barrow brings extensive knowledge and operational experience in policy analysis, strategic
management, project finance and regional integration. Among other roles, he chaired the
Development Partners Group in Ethiopia comprised of 32 Donor Agencies; and led or was a key
member of Bank teams responsible for structuring of major infrastructure projects and sector
reform programs across Africa.
Since joining the African Development Bank in 2000, Mr. Barrow has progressively occupied
senior positions including Senior Financial Analyst; Principal Country Program Officer, Rwanda
Country Office, Resident Representative in Ethiopia, Manager of the Operations, Technical
Support and Regional Approaches Division, Transition States Support Department and as
Manager, Cabinet of The President of the with the rank of Director. He also managed the NEPAD
Infrastructure Project Preparation Facility and operationalized the Bank’s Kenya Country Office.
Prior to that, Mr. Barrow worked at The Gambia National Investment Board as Head of Project
Development Unit, Investment Promotion Division and Division Manager, Export Promotion. He
also served as Principal Economist, Policy Analysis Unit in the Office of The President, Republic
of The Gambia before joining the Company for Habitat & Housing in Africa (Shelter-Afrique)
where he occupied several positions. Born in The Gambia, Mr. Barrow holds a Master of Arts in Economic Policy degree from Boston
University, USA, and a B.Sc. (Upper Second Class Honours) from the University of Ibadan,
Nigeria. He is also an alumnus of Executive Programs in real estate finance from Wharton Business
School, University of Pennsylvania, USA; investment and risk analysis from Queens University,
and Leadership and Management Development from Cranfield University, United Kingdom. He

Stanley is a Fintech Executive and Business Leader with a strong drive for Platform Orchestration, Nurturing Start-up, Driving Innovation, Partnerships and Financial Inclusion. He is currently the Chief Executive of Zest (formerly Stanbic IBTC Financial Services Limited) – the wholly owned fintech subsidiary of Stanbic IBTC Holdings PLC.
He is the Vice President of the Governing Council for Fintech Association of Nigeria (FINTECHNGR), Past Chairman of the Committee of e-Business Industry Heads of Nigeria (CeBIH) and currently a Permanent Member of the Advisory Council of CeBIH. Prior to joining Stanbic IBTC, He was the Director of Financial Institutions (West Africa) at Mastercard, served at the Ecobank Group as the Head of Consumer Payments supporting 33 countries across Africa. Stanley played significant roles at Standard Chartered Bank where he served as the Head of Digital Bank supporting retail markets across Africa and was before then the pioneer Chief Operating Officer for Fortis Mobile Money (one of the first 16 Licensees of Mobile Money in Nigeria).
Passionate about supporting the global climate and sustainability objectives, Stanley holds a Doctoral Degree with specialization in Operationalizing Green Banking from UCAM Spain, an MBA in Technology Management from ADBU India, Post-Graduate Diploma in Digital Business (PGDDB) from Emeritus Singapore, Post-Graduate in Public Administration (PGDPA), and has completed executive management courses on strategy, cybersecurity, digital finance from University of Oxford, Columbia Business School, Massachusetts Institute of Technology (MIT), Fletcher School of Law & Diplomacy (Tufts University), Terry College of Business (University of Georgia), amongst others.

Ebehijie joined Mastercard from Standard Chartered Bank, where she most recently held the position of Head of Retail Banking in Ghana and prior to that, Head of Retail Banking in Nigeria. In both positions, she was responsible for the development and execution of the Retail Banking business strategy and delivering the results.
Ebehijie started her banking career in Nigeria at Guaranty Trust Bank and subsequently had stints at Diamond Bank and First City Monument Bank, where she held various senior management positions including Assistant Vice President and Zonal Head, Midwest Zone, Vice President and Group Head Conglomerates and Group Head Commercial Banking, Lagos and South Region.

Will Stevens is the Consul General at the U.S. Consulate General in Lagos, Nigeria. Prior to arriving in Nigeria, Mr. Stevens served as the Acting Consul General in Cape Town South Africa, where he directed U.S. government engagement in South Africa’s three cape provinces, expanding trade and investment by 50% over two years and overseeing the U.S. government’s response to COVID-19 in the Cape. In 2014, he received the Edward R. Murrow Award for Excellence in Public Diplomacy, the State Department’s highest award for public diplomacy work, for his work leading the U.S. Government’s Interagency Task Force on countering Russian propaganda during the Ukraine crisis. Mr. Stevens is an experienced Foreign Service Officer with overseas experience in South Africa, Russia, Turkmenistan, Israel, and Belarus, as well as experience in Washington at the Foreign Service Institute, the Bureau of Education and Cultural Affairs and the Bureau of African Affairs. A financial sector and a development finance professional with over twenty-five years of combined

between Cambridge Centre for Alternative Finance (CCAF) and Financial Sector Deepening Africa
(FSDA), to strengthen the creation, dissemination, and adoption of FinTech-related knowledge across

Previously, Governor of the Central Bank of Sierra Leone, where amongst other reform initiatives, he

Payroll & Personnel Information System (IPPIS) that started in November 2006 and went live
in a record six months. This project built an efficient database for storing workers’ data,

He was appointed 2014 and served for over six years as the pioneer chairman of the

Single Account (TSA) project that has significantly repositioned Nigeria’s treasury
management and saved billions of Naira since inception in 2012.

In May 2014, Iyinoluwa co-founded Andela, Africa’s largest engineering organization
that provides training for African software engineers which has provided training and
jobs for over 100,000 African software and tech professionals. The company has
received investments from Mark Zuckerberg and Google Ventures, amongst others.
Iyinoluwa has also served his country as the youngest member of Nigeria’s Presidential
Council on Industrial Policy and Competitiveness and as the Deputy Director General

Yemi Keri is the CEO Heckerbella Limited and Co-Founder of Rising Tide Africa, a women’s movement initiated with a vision to increase women’s participation in angel investing as an asset class and promote education, cross-border investing, and investor-mentoring across Africa. Due to his notable achievements at Veda Technology, he was appointed Chairman of the Certified
Computer Manufacturers Association (CCMON). He received the IT & Telecoms Entrepreneur of the Year
Award at the Nigerian Telecoms Awards in 2009, becoming the youngest-ever recipient. Bode also won
the Business Owner of the Year Award at the 2011 Future Africa Awards for young African leaders.
He sits on the boards of several for and non-profit organisations, and is an Associate of the Nigeria
Leadership Initiative, a renowned thinktank for economic development. Notably, he is a 2011 Global
Shaper of the World Economic Forum in Davos, Switzerland. In 2022, Bode became a Senior Member of
the Chartered Insurance Institute of Nigeria (CIIN). He studied Computer Science at the University of
Maryland, Baltimore County, USA, and is a graduate of the Program for Leadership Development at
